South Australia has selected four proposed renewable energy developments with a combined capacity of 12.66 GW to progress in the Whyalla West release area of the Upper Spencer Gulf. The projects were chosen through a competitive tender for land made available under the stateโs clean-power development framework, creating a pathway for large-scale generation proposals to undergo further assessment.
Wind and Solar Projects Outline Generation Capacity
The successful proposals comprise a 4.7 GW wind and solar project from South Australian company Altra Energy, a 360 MW solar development from French developer Neoen, and a 1.6 GW wind project proposed by Heron Energy. Australian developer Windlab has put forward the largest scheme, combining up to 6 GW of wind and solar generation. The first stage of its proposal is expected to include up to 1 GW of wind capacity alongside battery energy storage.
Feasibility Licences Required for Further Assessment
The successful companies have secured the right to apply for feasibility licences for the proposed developments. If granted, these licences would enable detailed technical, commercial and environmental investigations. Separate infrastructure licences would be required before any project could proceed to construction and operation, meaning the tender result does not itself constitute final approval to build.
Projects Could Support Industrial Growth in Whyalla
South Australian Energy Minister Tom Koutsantonis said the proposed developments could help support the next phase of industrial growth in the Upper Spencer Gulf. He described the opportunity as significant for Whyalla, a long-established industrial centre, while recognising that all four proposals remain at an early stage and require substantial further work.
Windlab Chief Development Officer Nathan Blundell said, โWhyalla West combines exceptional renewable energy resources, significant development scale and proximity to established and emerging industrial demand.โ Altra Energy Director Andrew Newman added that the projects could help supply the regionโs next generation of industry. He said, โThe Upper Spencer Gulf has always been a place with a strong industrial history, and this is a chance to power the next generation of that industry. Weโre already working with major energy users on how this energy will be used.โ
Renewable Energy and Storage Pipeline Exceeds A$32 Billion
The tender announcement follows a state government update that the pipeline of large-scale renewable generation and storage projects under construction or holding development approval in South Australia has risen to more than A$32 billion. Almost A$7 billion worth of projects are already operating, according to the announcement.
South Australia Targets 100% Net Renewables by 2027
South Australia is targeting 100% net renewables by the end of 2027. Koutsantonis has expressed confidence in reaching the goal but acknowledged that the timing could extend into 2028. Government data shows solar, wind and other renewable sources accounted for 77.1% of the stateโs net electricity generation during the 2025 calendar year.
